Can a tip be withheld when the wait staff and manager are rude?

My daughter is taking us to a Brazilian Steakhouse for Father's Day. We are Vegetarians but the men are big meat eaters. I've read reviews for the place she is taking us, and it says "NOT a place for Vegetarians" and that others have been treated VERY rudely, due to the fact they are not making the full $45. Per person. I'm very concerned that it could get very UGLY! LOL Don't want our day to be ruined!
